Todd has over thirty yeas of experience with transmission and distribution power systems, electrical contracting, telecommunications, and utility system executive management.  In addition, he has extensive knowledge and experience with analysis of power system failures, power quality investigations, equipment failures, and lightning and surge damages.  He is experience in dispersed and backup generation systems, renewable energy programs, energy and capacity replacement costing, fiber optic networks and Smart Grid technology applications.  He has provided expert testimony for electrical need assessments for condemnation hearings, Public Service Commission hearings, and other legal proceedings.
